Leadership

Translating Complex Privacy Requirements Into Practical, Defensible Programs

Esteban Vargas Rodriguez, JD, is a healthcare privacy and compliance professional with more than 20 years of experience working across complex healthcare environments. His career has included privacy leadership, investigations, breach response, healthcare operations, business associate oversight, research privacy, regulatory compliance, and the development and implementation of privacy programs.

He founded EVRHealth to bring the level of privacy expertise traditionally available inside large healthcare organizations to independent medical practices and growing healthcare organizations that may not have the resources to maintain an enterprise privacy department.

EVRHealth provides privacy and compliance consulting services. EVRHealth does not provide legal representation or legal advice.

Professional History

More Than Two Decades Protecting Patient Information

Enterprise Healthcare Privacy

Esteban's experience includes privacy work within large, geographically dispersed healthcare organizations, including McKesson and The US Oncology Network, where his responsibilities involved privacy investigations, incident management, regulatory compliance, privacy operations, and support for healthcare organizations operating across hundreds of locations.

During his healthcare privacy career, he has managed and closed thousands of privacy investigations, working with clinical, operational, compliance, legal, information-security, and business stakeholders to identify risk and implement corrective action.

Academic Medical & Research Environments

Esteban has also worked in environments involving academic medicine and clinical research, where privacy questions can intersect with patient care, research activities, sensitive health information, authorization requirements, data use, and institutional oversight.

That experience informs EVRHealth's approach to privacy: understanding not only what the regulation says, but how privacy requirements operate inside real healthcare workflows.

His experience spans privacy issues involving:

  • Clinical operations

  • Patient complaints

How Esteban Approaches Privacy

Understand the Organization

Privacy controls should reflect how healthcare is actually delivered—not an imaginary workflow written in a policy manual.

Identify What Matters

Not every gap carries the same risk. Leadership should understand where attention will have the greatest impact.

Fix What Creates Risk

A useful assessment should lead to practical corrective action, not simply a list of deficiencies.

Prove What Was Done

If an organization cannot demonstrate its compliance activities, it may struggle to defend them when challenged.

Experience Matters When Patient Trust Is at Stake.

Your organization doesn't need another generic HIPAA binder. It needs practical guidance from someone who understands how healthcare privacy operates when policies meet patients, employees, technology, vendors, and real-world incidents.

Let's Talk About Where Your Practice Stands.
